How to Advocate for Increased iBudget Hours: A Family Guide

Your loved one’s current iBudget allocation isn’t meeting their needs. You see the gaps daily—moments when support isn’t available, skills that aren’t being developed, community connections that aren’t being made. But how do you actually get more hours approved? Advocating for increased iBudget allocation requires documentation, strategy, and persistence. Here’s your guide to making an effective case.

Document the Gap Between Allocation and Actual Needs

Successful advocacy starts with evidence. Vague statements like “we need more help” won’t move the system. Specific, documented examples demonstrating unmet needs create compelling cases for increased allocation.

Keep a detailed log of situations where current services proved insufficient. Note dates, times, and specific circumstances. On March 15th, caregiver coverage ended at 3 PM, but medical appointment ran until 4:30 PM, leaving individual unsupervised. On April 2nd, behavioral incident occurred during gap in service coverage. These concrete examples illustrate real consequences of inadequate hours.

Document what isn’t happening due to insufficient support. Skills that could be developed with more coaching time. Community activities that can’t occur because hours are consumed by basic care needs. Employment opportunities that can’t be explored. Paint a picture of potential unrealized due to funding constraints.

Gather Supporting Evidence

Your observations carry weight, but professional documentation strengthens your case significantly. Request letters from physicians documenting medical needs that require additional support. Obtain behavioral assessments showing increased support requirements. Gather therapy reports identifying skill-building opportunities that current hours can’t accommodate.

If your loved one’s condition has changed since the last assessment, ensure medical records reflect these changes. New diagnoses, medication adjustments, hospitalizations, or functional declines all support reassessment requests.

Consider caregiver burden documentation as well. If family members are experiencing health consequences from inadequate respite support, medical documentation of caregiver strain strengthens arguments for increased hours.

Navigate the Formal Request Process

Work with your support coordinator to initiate formal requests for allocation increases. Understand that coordinators manage many families and may not proactively suggest increases—you must advocate.

Request a meeting specifically focused on service hour adjustments. Come prepared with your documentation organized and specific requests articulated. Don’t just ask for “more hours”—specify which services need increases and by how much, with evidence supporting each request.

Ensure requests are documented in writing. Verbal conversations matter, but written records create accountability. Follow up meetings with emails summarizing what was discussed and what actions were agreed upon.

Understand the Appeal Process

Initial requests sometimes get denied. This doesn’t mean the conversation is over. Florida’s APD system includes formal appeal processes for families who disagree with allocation decisions.

If your request is denied, ask for written explanation of the denial. Request information about the appeal process and applicable timelines. Consider connecting with disability advocacy organizations that can provide guidance or representation during appeals.

Persistence matters. Families who systematically document needs, formally request adjustments, and follow through on appeals often eventually secure appropriate allocations. The system may be slow, but it does respond to sustained, well-documented advocacy.
